From Cook's Illustrated, here are their notes: Tarragon and parsley offer an herbal freshness while pepper flakes and garlic deliver a piquant bite. The acidity of the vinegar provides balance. Ingredients
1/2 cup minced fresh parsley
1/4 cup extra-virgin olive oil
2 tablespoons minced fresh tarragon
2 tablespoons white wine vinegar
2 garlic cloves, minced
1/4 teaspoon red pepper flakes
Instructions
Combine all ingredients in bowl and season with salt and pepper to taste.
